                         Espacial Brasileira (AEB). Os primeiros projetos, iniciados nos 
                         anos 1980, serviram, sobretudo, para capacita{\c{c}}{\~a}o 
                         institucional nas tecnologias de sat{\'e}lites e metodologias de 
                         gerenciamento de projetos espaciais. Atendendo {\`a} diretriz de 
                         capacita{\c{c}}{\~a}o industrial definida na 
                         legisla{\c{c}}{\~a}o que estabelece as atividades espaciais no 
                         pa{\'{\i}}s, os projetos de sat{\'e}lites do INPE v{\^e}m 
                         sendo desenvolvidos com participa{\c{c}}{\~a}o crescente do 
                         setor industrial estabelecido em torno destes projetos e composto, 
                         em sua maioria, de empresas de pequeno e m{\'e}dio porte, 
                         formadas, muitas vezes, por ex-funcion{\'a}rios do pr{\'o}prio 
                         INPE qualificados em projetos anteriores. O conte{\'u}do 
                         tecnol{\'o}gico, que vem sendo incrementado a cada 
                         gera{\c{c}}{\~a}o de sat{\'e}lites, tem sido gradativamente 
                         repassado ao setor privado, at{\'e} chegar ao modelo empregado 
                         nos projetos mais recentes, que se aproxima muito do modelo ideal 
                         de aquisi{\c{c}}{\~o}es p{\'u}blicas de tecnologia citados pela 
                         literatura especializada, em que o governo especifica os 
                         requisitos funcionais de produtos com alto conte{\'u}do de 
                         inova{\c{c}}{\~a}o tecnol{\'o}gica, ficando o projeto e 
                         fabrica{\c{c}}{\~a}o a cargo de empresas contratadas. O objetivo 
                         dessa tese {\'e} caracterizar as aquisi{\c{c}}{\~o}es 
                         p{\'u}blicas do Programa Espacial Brasileiro, subprograma de 
                         sat{\'e}lites, desde os primeiros projetos at{\'e} os mais 
                         recentes e avaliar, atrav{\'e}s de estudo de caso realizado com 
                         os contratos firmados com a ind{\'u}stria nacional para 
                         desenvolvimento de subsistemas para os sat{\'e}lites CBERS 
                         3\\&4, em que medida estas contrata{\c{c}}{\~o}es promoveram a 
                         capacita{\c{c}}{\~a}o industrial e adensamento tecnol{\'o}gico 
                         da cadeia produtiva relacionada ao setor. Os resultados da 
                         pesquisa apontam que os projetos de sat{\'e}lites do INPE 
                         v{\^e}m sendo estruturados de forma a permitir o estabelecimento 
                         e a capacita{\c{c}}{\~a}o de um setor industrial especializado 
                         que utiliza recursos e compet{\^e}ncias aplic{\'a}veis a setores 
                         industriais afins (aeron{\'a}utico e defesa), gerando um grande 
                         potencial de ocorr{\^e}ncia de benef{\'{\i}}cios industriais e 
                         econ{\^o}micos diretos e indiretos, alguns deles identificados e 
                         descritos nesta pesquisa. ABSTRACT: The National Institute for 
                         Space Research (INPE), part of the National System of Space 
                         Activities Development (SINDAE), is responsible to develop and 
                         execute the Brazilian satellite projects, under coordination of 
                         the Brazilian Space Agency (AEB). The first projects, started in 
                         the 80's, were mainly to empower INPE in satellite technologies 
                         and methodologies of space projects management. In accordance to 
                         the guideline of industrial development defined by the legislation 
                         which determines all space activities in Brazil, INPE's satellite 
                         projects are being developed in an increase participation of the 
                         industrial segment settled due to these projects and composed 
                         basically of medium and small companies, most of them composed of 
                         former employees from INPE, qualified in previous projects. This 
                         technological content increasing every new satellite generation 
                         has been gradually transferred to industrial segment until the 
                         latest projects, whose models are quite close to the ideal model 
                         for public technology procurement mentioned in specialized 
                         literature, in which the government predefine the functional 
                         requirements for products of high level of technological 
                         innovation, but the project and realization is under the 
                         responsibility of contracted companies. The aim of this thesis is 
                         to characterize the procurement of the Brazilian Space Program, 
                         subprogram satellites, from the first to the latest satellites 
                         projects, and, through a case study conducted with the contracts 
                         signed with the domestic industry for development, manufacture and 
                         tests of subsystems for CBERS 3 and 4 satellites, evaluate to what 
                         extent these contracts promoted industrial technological 
                         capability. The survey results show that INPE satellite projects 
                         have been structured to allow the establishment and development of 
                         a specialized industry that uses resources and skills applicable 
                         to other industrial sectors related to space activities (aerospace 
                         and defense), generating a great potential for occurrence of 
                         indirect effects, as spin-offs and industrial and economic 
                         benefits, some of them identified and described in this thesis.",
